Information about the Panelists:
Dr. Emily Moore, P. Eng.
Professor Emily Moore is the Director of the Troost Institute for Leadership Education in Engineering at the University of Toronto. Emily started her career at the Xerox Research Centre of Canada scaling up new materials and processes from the lab to manufacturing. In her 11 years at Xerox, Emily learned a great deal about leading teams and developing new products, becoming a manager and Principal Engineer and earning 21 patents. Emily then spent 10 years at Hatch, a global engineering firm serving the mining, energy and infrastructure sectors. Emily led international teams to develop new product and service offerings and to deliver major projects, first as the Director of Technology Development and then as Managing Director, Water. Emily was also the inaugural chair of Hatch’s Global Diversity and Inclusion efforts. Emily holds a Bachelor Degree in Engineering Chemistry from Queen’s University and completed a Doctorate in Physical Chemistry from Oxford University as a Rhodes Scholar. In 2016 Emily was recognized as one of 100 Global Inspirational Women in Mining and received the SCI Canada Kalev Pugi Award. Emily serves on the boards of Metrolinx and Chemtrade Logistics.
Zoran Filinov, P.Eng.
Zoran is a Vice President of R.V. Anderson Associates Limited (RVA), responsible for the Water and Wastewater Group, as well as Business Development and Marketing of the firm. He is a licensed Professional Engineer in Ontario and Newfoundland and Labrador, with background in planning and management, and design and construction of engineering projects. Zoran started his engineering experience in Macedonia and since emigrating to Canada, has generated over 34 years of experience, on a wide range of water supply (treatment, pumping and storage), wastewater pumping, and industrial projects throughout Ontario and the Maritimes.
During his long tenure with RVA, Zoran has been actively involved in recruiting, training and mentoring of young professionals and has contributed to the strong professional staff commitment to the company.
Zoran has been actively involved in volunteering organizations, most prominently in the Ontario Water Works Association (OWWA) since 1994, including:
- Involvement with various committees (Construction, Management, Program, Membership).
- Director of the OWWA a section of AWWA from 2008 - 2011.
For his contributions over the years, Zoran received from the OWWA:
- Albert E. Berry Membership Award in 2003
- Appreciation for service to the Association in 2016.
Hazel Breton, P.Eng.
Hazel Breton is a Professional Engineer that has been working in the Water Resources field for over 35 years. She has spent 4 years working in the private sector and 31 years working in the public sector in the environmental and municipal fields in Ontario. Her work has focused on taking a multi objective approach in the management of water and related environmental resources. Hazel has led the development of many studies, guidelines and conferences that have moved the yardsticks for water management in Ontario. Currently she is the Manager of Stormwater Management Infrastructure at the City of Toronto and is responsible for the design and construction of stormwater infrastructure worth over $30M.
Scott Stewart, C.E.T
Scott Stewart is a seasoned public works professional and a long-time municipal leader with over 34 years of experience. He has a strong passion for serving the public and community-building. Scott’s contagious enthusiasm instills him and his team members with extraordinary energy and dedication in an environment where creativity and innovation are encouraged. He has held the position of Chief Administrative Officer for the City of Guelph since July 2019, and prior to that was the City’s Deputy Chief Administrative Officer of Infrastructure, Development and Enterprise. He currently serves as the CEO of both GMHI and GJR. Scott is a graduate of the Civil Engineering Technology Program at Sheridan College. He began his municipal career with the City of Mississauga in the development engineering area, progressively taking more senior and expanded roles with the City of Brampton, the Region of Peel, the City of Hamilton and the City of Burlington.
Scott is currently the President of the Ontario Public Works Association, the Chair of the CAO’s group of the Ontario Big City Mayors Caucus and a member of the Association of Municipalities of Ontario Special Waste Task Force.
When he isn’t working, you’ll find Scott reading on his back deck or exploring Guelph by bike. He is a lover of donkeys; especially his adopted donkey, Stuart Little, who resides at the Donkey Sanctuary of Canada in Puslinch.
